With the sudden rise of terror in Marawi City due to the attack of the Maute terrorist group last May 23, Philippine President Rodrigo Duterte was forced to subject the entire island of Mindanao to Martial Law. But with the provisions in the 1987 Philippine Constitution about the declaration of Martial Law, the Congress has the power to revoke or retain the proclamation.
This caused a debate to start among the members of the Senate and of the House as politicians and their views are divided regarding this matter. Some of them agree that Mindanao has to be subjected to the military rule while others are worried that human rights would be endangered should the suspension of the writ of habeas corpus take place in the land.
Among the politicians who support the declaration of Martial Law in Mindanao is Senator Vincente “Tito” Sotto. During the oral argument in the Supreme Court, the senator argued that there is no need of a joint session of the Congress to validate and legalize Martial Law in Mindanao. He also has something to say to the people opposing this declaration.
“Padala na lang lahat ng kontra sa Marawi. Sila tumapos ng gulo,” Sotto said, as reported by GMA.
He also elaborated that the terrorists are rebelling against the government. He opposed the statement of Albay Representative Edcel Lagman when the latter claimed that terrorism does not equate to rebellion.

“It’s the same because the terrorists are aided by the rebels and are rebelling against the government. It’s like saying that suicide does not equate to death! Wala lang masabi!” Sotto stated.
“They (Maute) are using terrorism to foster rebellion. It’s as simple as that!” he added.
Aside from Sen. Sotto, Sen. Juan Miguel Zubiri also expressed support to the president’s declaration of Martial Law. He even offered to shoulder the transportation fee of the people who are against Martial Law and asked them to go to Marawi City and settle the war with the Maute forces.
“Kung gusto nilang pumunta ng Marawi bibigyan ko sila ng tiket, pamasahe. Bibigyan ko sila ng sasakyan para pumunta sa Marawi at kausapin ‘yung Maute group, kung gusto nilang kausapin ‘yung Maute group,” Zubiri claimed.
